Chapter 3 Game breaking bug on iOS

When talking to Flipper Burns, after letting him watch the video and exhausting all conversation options, April is supposed to ask him for an ID card, but instead she says
Hey Burns, can I talk to you? He comes up and April thanks him. Burns says no problem and goes back to his computer. I have got the anti gravity thing already. I tried restarting the game and my device to no avail. I am using an iPad mini 1.

There's probably another step earlier in the game you're missing. The game is quite careful about gating content to prevent you getting too far ahead and getting stuck without a required item.
